Ship Security Officer certification after 01 January 2008

  1. Background
    1. From 01 January 2008 the training and certification of Ship Security Officers will be included in the requirements of the STCW Convention and STCW Code.
    2. The necessary amendments to the STCW Convention and STCW Code were adopted by IMO through MSC resolutions MSC.203(81) and MSC.209(81).

  2. Application
    1. From 01 January 2008 all Ship Security Officer Certificates of Proficiency must be issued in accordance with regulation VI/5 of the STCW Convention and STCW Code Section A-VI/5.
    2. All such certificates must be issued by, or on behalf of, a government which is a party to the STCW Convention.
    3. Ship Security Officer certificates which were issued prior to 01 January 2008 may be considered to remain valid up until 01 July 2009. After that date, all Ship Security Officers must hold Certificates of Proficiency which have been issued in accordance with the STCW Convention and STCW Code.

  3. Converting existing certificates to "STCW Certificates"
    1. The amendments to the STCW Code provide provisions for converting existing Ship Security Officer certificates, if certain conditions can be met.
    2. Holders of existing Ship Security Officer certificates are advised to contact their original training provider, in order to determine if the training provider will be authorized to issue STCW certificates after 01 January 2008 and if the "transition provisions" of the STCW Code have been met.

  4. Ship Security Officers serving on Cayman Islands Ships
    1. Current Cayman Islands policy requires that Ship Security Officers have successfully completed training which has been approved by a STCW "White List" Government as meeting the requirements of the IMO Model Course 3.19 for Ship Security Officers.
    2. If a Ship Security Officer holding an existing certificate is unable to obtain a STCW Certificate of Proficiency from their original training provider the Cayman Islands Shipping Registry may be able to issue the Certificate of Proficiency. Such certificates can only be issued after 01 January 2008.
    3. To enable the Cayman Islands Shipping registry to issue the Certificate of Proficiency, the applicant must be able to demonstrate:

      1. Proof of at least six months sea service onboard a Cayman Islands ship in the previous three years.
      2. Proof of satisfactory completion of a Ship Security Officer training course.
      3. Evidence that the ship security training course completed was approved by a STCW "White List" Government prior to the training being undertaken.

    4. The application form is available from from 01 January 2008.

  5. Summary of requirements for Ship Security Officers serving onboard Cayman Islands Ships.
    1. STCW Certificates of Proficiency issued by, or on behalf of, a Government on the "STCW White List" will be accepted for service on Cayman Islands ships.
    2. From 01 January 2008: The Ship Security Officer must hold either;

      1. A Certificate of Proficiency issued in accordance with the STCW Convention and STCW Code; or
      2. A Ship Security Officer certificate meeting the requirements of 4.1 which was issued prior to 01 January 2008.

    3. Ship Security Officer CERTIFICATES which are issued after 01 January 2008 and are not issued in accordance with the STCW Convention and STCW Code will not be valid for service on Cayman Islands ships.

    4. From 01 July 2009: Only Certificates of Proficiency issued in accordance with the STCW Convention and STCW Code will be valid for service on Cayman Islands ships.
