Provisional Registration: This is not a pre-requisite but instead is a temporary exception to full vessel registration.

It may be used where Cayman is not yet in possession of the Certificate of Survey for the vessel and it is difficult or impossible to do full registration within commercial time constraints. A British Consul, or a British High Commissioner in a British Commonwealth Country will issue a Provisional Certificate of Registry as a “one-time” Certificate valid for up to 90 days with no extension provisions on behalf of Cayman.

Cayman may authorise the issue of a Provisional Certificate of Registry in cases where it may be difficult or impossible to do full registration within commercial time constraints and the vessel is currently on another register but Cayman is not yet in possession of the Certificate of Survey for the vessel. This allows a “proper officer” (being a British Consul, or a British High Commissioner in a British Commonwealth Country) to issue on behalf of Cayman, a Provisional Certificate of Registry as a “one-time” Certificate valid for up to 90 days with no extension provisions.

Application for a provisional certificate should be made to the Cayman Registrar of Shipping who may then instruct the “proper officer” nearest to where the ship is located at the time of provisional registration to issue the Certificate. This allows the vessel to be provisionally registered for up to 90 days to allow the completion of the full registration process.

If the vessel is in port then it shall not proceed to sea until it has been marked in accordance with the Carving and Marking Note and all Convention and statutory certificates have been issued and are on-board but the vessel does not yet have a Cayman Certificate of Survey.
