Crew Compliance
Endorsements
Crew members of Cayman-registered vessels may hold any nationality or residency.
- They must be holders of Certificates of Competency issued by one of the countries recognised by Cayman and for which, where appropriate, it issues Endorsements attesting to the recognition of such Certificates.
Dispensations
Article VIII of the STCW Convention regulates the issue of a dispensation by a Flag State.
- A dispensation may be issued to permit a specified seafarer to serve on a specified ship for a specified period.
- The Convention stresses “in circumstances of exceptional necessity”.
Seaman’s Discharge Book
A SDB is a seafarer’s official record of service and current employment status.
- A bona-fide seafarer on a Cayman-registered vessel, including yachts, is eligible to be issued with a Cayman SDB.
- A SDB from another Flag is however acceptable.
Minimum Safe Manning
Cayman issues a Minimum Safe Manning Document under provisions of Chapter V (Safety of Navigation) of SOLAS 1974 as amended
- To all ships to which Chapter I of SOLAS applies.
- To ensure that all vessels are sufficiently, efficiently and safely manned with properly trained and certified personnel.
Proficiency as Ship Security Officer
Cayman issues a Proficiency as Ship Security Officer Certificate in accordance with the Shipping Notice no. MACI 007/07 (Ship security Officer certification after 01 January 2008) under provisions of the STCW Convention and STCW Code to the all qualified applicants.
