Cayman Islands Maritime (Shipping) Sector Consultative Committee (MSCC)
Mission
The MSCC will continually evaluate all aspects of the maritime services sector and provide clear and practical recommendations for ensuring its continued growth and viability.
Objective
The objective of the MSCC is to provide a formal mechanism through which the private sector may provide advice and recommendations. The Maritime Authority of The Cayman Islands (MACI) holds the view that the development of the maritime services sector as a whole is necessary for its own continued success.
MACI believes that it is imperative that the private sector, as a stakeholder, has an opportunity to provide input on the development of the sector as changes implemented by MACI will directly affect the sector’s future viability.
The MSCC will not develop policy but will provide input to the development of policy. Specifically, the objectives of the MSCC are -
- To provide a professional, impartial and open forum for discussion of issues of common interest to Cayman’s maritime services sector.
- To provide a formal mechanism for consultation on maritime-related legislative developments and proposed changes to the Registry’s fee structure.
- To identify challenges, both immediate and potential, and provide suggestions and means to address these.
- To assist in the marketing and promotion of the maritime services sector in partnership with the Authority.
Composition
The MSCC is comprised of a Steering Committee supported by working groups, as and when, needed. These working groups might be structured along the following 3 broad areas:
- Ship Management, Finance and Insurance.
- Maritime Arbitration and Admiralty Jurisdiction of the Grand Court.
- Vessel Registration, Mortgage Registration, and Corporate Ownership Structures.
Membership
The MSCC is made up of the following:
- Chair, CEO-MACI
- Executive Secretary
- Representatives from the maritime law area
- Representatives from the company management area
- Representatives from the ship management, finance and insurance areas
- Representatives from the ship operations area
- MACI Divisional Directors (3)
- MACI Advisors (2)

Meetings
Meetings of the full steering Committee will be held quarterly and the working groups will meet as needed.
Reporting Guidelines
Minutes/Notes from the meetings will be typed and distributed to all members.
Resources
Meetings will be held at 2:30pm on a Thursday to be selected in each quarter at the MACI boardroom, 3rd Floor Kirk House, George Town, unless otherwise agreed.
